NOC 21223 — Database analysts and data administrators — is TEER 1. On paper, it's a clean fit for DBAs, database developers, and data administrators. In practice, it's one of the most misclaimed data codes in Express Entry — and the ones that get refused rarely look wrong at first glance.

The refusal pattern is almost always the same: a modern data role (analytics engineer, BI developer, senior data analyst, ML engineer) whose duties read like 21211 or 21234, but whose applicant picked 21223 because the title contained the word "data" or "database".
