- No hours per week. Without hours, IRCC can't count full-time experience (30 hours a week).
- No salary. Annual salary or hourly wage plus benefits is required.
- Vague dates. "2021 to present" isn't enough. Give the exact day, month and year.
- Duties match a different NOC. The biggest cause. If your duties read like 13110 while you claimed 13100, the officer refuses. See NOC mismatch refusals.
- Duties copied from the NOC. Word-for-word lead statements look fabricated.
- Can't be verified. No letterhead, signature, signer's title or phone number.

- Why would IRCC reject my reference letter?
- The most common reasons are missing hours per week, missing salary, no exact start and end dates, duties copied word-for-word from the NOC, duties that match a different NOC, or no signature and contact details for the person who signed it.
- Can I submit a new reference letter after refusal?
- Not into a refused file. You re-enter the Express Entry pool and use a corrected letter in the next application. If IRCC sent a procedural fairness letter instead of refusing, you can send a corrected or supporting letter in your reply.
- Is copying NOC duties into my letter a problem?
- Yes. Officers are trained to spot duties lifted word-for-word from the NOC lead statement. Describe what you actually did in your own words, covering the main duties of the code.
- What if my employer won't fix the letter?
- Use a statutory declaration describing your duties, backed by pay stubs, contracts, T4s or ROEs, plus a short employer letter confirming dates, hours and salary.
