The 6-month rule

You need a PCC from every country you've lived in for 6 or more consecutive months since age 18. This is per country over your lifetime — not just the last 10 years. If you spent 8 months in the UAE at age 22 and then never returned, you still need a UAE Good Conduct Certificate today.

United States	FBI Identity History Summary (Departmental Order 556-73). Channeler-based fingerprint submission takes 1–2 weeks; direct FBI takes 6–8 weeks. State-level checks are NOT a substitute.
United Kingdom	ACRO Criminal Records Office 'Police Certificate' (not Basic Disclosure, not DBS). 10 business days standard, 2 days premium.
Philippines	NBI Clearance issued by the National Bureau of Investigation. Must show 'FOR TRAVEL ABROAD / CANADA' purpose. 5–10 days if no hit; longer if the system flags a name match.
Pakistan	Character Certificate from the local police + NADRA CRC. Some visa officers require both.
UAE	Good Conduct Certificate via the ICP smartphone app or Ministry of Interior. Issued in 3–5 days but requires an active Emirates ID or the Emirates ID number from your residence period.
Nigeria	Nigeria Police Force Certificate — must be issued by the Force CID, Alagbon Close, Lagos. State-level clearances are not accepted.

The reorder trap

PCCs issued more than 12 months before your eAPR submission are usually accepted if you no longer live in that country. If you still live there, the certificate must be under 6 months old at submit. Check the issue date before you start the 60-day countdown — reordering during the window is what pushes applicants past deadline.

What IRCC actually checks

What surprises most applicants: IRCC officers compare your reference letter duty lines word-by-word against the official NOC duty list. Generic phrases like “managed projects” or “supported the team” fail this check every time.

PCCs aren't the most common refusal reason

They're the longest wait, but the most common refusal reason is a NOC-mismatched reference letter. If the letter has to be rewritten, your PCCs may expire before you resubmit. Verify the NOC first.
