Proof of work experience for Canadian PR: IRCC requirements + NOC matching

Your employment reference letter is the single most scrutinized document in a Canadian PR application. IRCC officers use it to verify that your work experience matches the NOC 2021 code you claimed — and a weak letter is the #1 reason work experience gets rejected for Express Entry and PNP.

What IRCC requires

Per the IRCC IRCC operational bulletin on Express Entry completeness check, proof of work experience for Canadian PR must include all of the following:

Must include

  • The applicant's full name
  • The company's contact information: full address, telephone number and email address
  • The name, title and signature of the immediate supervisor or personnel officer at the company

Should indicate all positions held and must include

  • All positions held while employed at the company
  • Job title for each position
  • Duties and responsibilities for each position
  • Job status (if it is the current job)
  • Dates worked for the company (start and end dates)
  • Number of work hours per week
  • Annual salary plus benefits

The duty section is what kills applications

Officers don't reject applications because of formatting. They reject them because the duty section is too vague to verify against the NOC 2021 main duties. "Handled marketing tasks" tells an officer nothing. "Developed and executed digital marketing campaigns, including SEO, SEM, and social media strategy, to increase brand awareness and lead generation" maps cleanly to NOC 11202 (Professional occupations in advertising, marketing and public relations).

Rule of thumb: every bullet on the NOC's main-duties list should have a matching bullet in your reference letter, phrased in your own words but using the same action verbs.
