IRCC officers do not open your file and check whether your job title maps to a code. The gap almost always shows up in phrasing. “Responsible for development” scores close to nothing against a main duty written as “collect and document user requirements” or “write, modify, integrate and test software code”. “Managed the team” tells an officer nothing about whether you set budgets, hired staff, or ran the standup. “Handled clients” could describe a TEER 1 duty or a TEER 4 one. Lines like these pass the eye test. Your employer wrote them because they read like a job description. They score near zero because NOC main duties are written in concrete action verbs and yours are not.
