NOC 10022: Senior Managers in Financial, Communications and Business Services
NOC 10022 covers senior-level managers and directors in business services — including many project managers, COOs, and general managers applying through Express Entry. Because this is a TEER 0 code, IRCC scrutinizes it more closely than other categories. Here's exactly what qualifies, and what doesn't.

- Manage financial planning, budgeting, and performance reporting
- Direct and evaluate work of senior managers and department heads

Education & experience
University degree in business administration, commerce, or a related field — typically combined with several years of senior management experience. An MBA is common but not always required. IRCC generally expects 5+ years of genuine managerial authority for TEER 0 roles.
Common misclassification mistakes
Coordinators generally fall under NOC 12102. This NOC requires senior, director-level authority — not coordination support.
Front-line supervisors are typically NOC 12010. If you don't have P&L or department-level authority, this isn't your code.
Tech-focused PMs often fall under NOC 21220. If your role is primarily technical delivery rather than business management, check that code first.
Express Entry eligibility
NOC 10022 is TEER 0 — the management tier — and qualifies for Express Entry under the Federal Skilled Worker Program. TEER 0 carries strong CRS weight but faces higher scrutiny. IRCC will look carefully at your salary, your actual level of authority, and whether you truly managed other managers (not just individual contributors).
